DSI (Danish Council of Disabled)

DSI is the umbrella body of Disabled People Organisations in Denmark. Our partnership with them stems back from 1996 supporting us in the field of research and policy development which enabled us to work with government in the development of the Integrated National Disability Strategy (INDS). DSI has benefitted in increasing their understanding on how disabled people in South Africa has influenced government moving from medical model to social model.

SHIA (Swedish Organisations of Disabled Persons International Aid Association)

SHIA is constituted by The Swedish Federation of the Disabled Persons (DHR), National Association for the Deaf (SDR) and The Swedish Federation of the Visually Impaired (SRF). SHIA is focussing their support in Free State and Gauteng Province for the development of blind, deaf, deaf-blind, parents of disabled children and rural areas. We are also collaborating through Informtion Programme focussing on exhanging information on the impact of the INDS to people with disabilities.

DPI (Disabled People International)

DPI is an international membership organisation of disabled persons. It addresses issues of disabled people at an international arena especially with activities at the United Nations.

SAFOD (Southern African Federation of the Disabled)

SAFOD is the Southern African Federation of the Disabled which DPSA is affiliated to. It is constituted by Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, Zambia and Zimbabwe. Their focus is more in consolidating regional (SADAC development of disabled people.

PAFOD (Pan African Federation of the Disabled)

PAFOD`s function is exactly the same as SAFOD. The only difference is that their focus is more in consolidating continental development of disabled people.

SAFCD (South African Federal Council on Disability)

SAFCD is the national umbrella body for all national disability NGOs which DPSA is affiliated to. It is the national forum where all national welfare organisations, as well as national organisations of disabled people and parents, come together to negotiate and develop common visions for the equalisation of opportunities for people with disabilities.

NEDLAC (National Economic Development and Labour Council)

At Nedlac, Government comes together with organised business, organised labour and organised community groupings on a national level to discuss and try to reach consensus on issues of social and economic policy. This is called "social dialogue". Nedlac`s aim is to make economic decision-making more inclusive, to promote the goals of economic growth and social equity. Nedlac also engages in research and information sharing which can help the constituencies (government, business, labour and community) in developing economic policy. DPSA particpates as a community constituency.

OSDP (Office on the Status of Disabled Persons)

Offices on the Status of Disabled Persons have been established in the Office of the Presidency as well as in the Offices of the provincial Premiers. These offices are responsible for working together with, and parallel to, the various state bodies, departments and disability NGO`s in order to further the development of a disability-friendly environment. They are therefore responsible for the overall co-ordination and monitoring of the implementation of the Integrated National Disability Strategy.

South African Disability Alliance (SADA)

The South African Disability Alliance (SADA) is a body comprising the 13 National organisations representing disability in South Africa. This body, which was formerly known as the South African Federal Council on Disability, has been reconstituted to be a body of consensus, and the voice of the disability sector in South Africa. In May 2009, SADA held its first strategic planning workshop, to guide the organisation towards becoming an effective agency lobbying and advocating on behalf of the disability sector. SADA will be registered as a non-profit organisation, and thereafter, it will exist as a legal entity. To ensure a revenue stream and sustainability, SADA welcomes opportunities in the business sector. Furthermore SADA is committed to assisting the business sector in better understanding disability and incorporating people with disabilities with regard to opportunities, facilities and activities. SADA represents a constituency of approximately 8% of the country`s population and also the demographics thereof. It is a proud body, whose mandate is to develop capacity, opportunity and empowerment of its collective membership.

  • THABO MBEKI DEVELOPMENT TRUST for DISABLED PEOPLE (TMDT)

    ORIGIN
    The TMDT was established in 1998 by organizations in the disability sector to deliver benefits and generate opportunities made possible by the positive policy environment in the county and the human rights culture that has emerged in democratic South Africa. The TMDT is a transformation of the previous Development Fund for Disabled People and operates under a trust that is fully representative in terms of race, gender, and diverse disabilities.

    PATRON
    The Trust is named after the Honourable Thabo Mbeki because of his chosen patronage of the disability sector. He is acknowledged as our Patron-in-Chief.

    OUR CHAIRPERSON
    The commitment of Thabo Mbeki to the Trust`s objective of creating a better life for disabled citizens was demonstrated by his appointment of the then presidential economic advisor, Professor Wiseman Nkhulu, as chairperson of the Trust.

    POSITIVE POLICY ENVIRONMENT
    It is a proud fact that South Africa has abandoned the traditional medical model of disability in favour of a model based on human rights and development. This dramatic change is clearly reflected in the policies and legislation formulated by government since the birth of our new democracy.

    Bill of Rights
    The Bill of Rights in the South African Constitution outlaws discrimination on any grounds, including disability. It further recognizes Sign Language as a language to be developed.

    Integrated National Disability Strategy
    The Integrated National Disability Strategy declares disability to be a human rights and development issue. It designates the priority areas to be targeted as education and training, employment, income maintenance and social security, and housing. Each of these areas is assigned to a line department for action. The INDS recognizes environmental access as a major concern. It further provides for the maintenance of an Office on the Status of Disabled Persons (OSDP) within the Presidency.

    Labour Legislation
    Larger employers have to register employment equity and skills development plans on which they have to report periodically. In the public sector 2 percent of jobs have to be occupied by persons with disabilities. National Skills Development Strategy Under the National Skills Development Strategy 4 percent of learnership have to be awarded to persons with disabilities.

    LEGAL STATUS
    The TMDT is constituted in terms of a Deed of Trust registered with the Master of the High Court, Pretoria. It is a Public Benefit Organization in terms of Section 30 of the Income Tax Act and has been approved by the Commissioner for the SA Revenue Service for purposes of Section 18A. Donations made to the Trust are therefore deductible from the taxable income of the donor.

    RESOURCE GENERATION
    To become a fully-fledged development agency, the TMDT needs the financial support of business, as well as of people of good will locally and internationally. We are disabled people acting for disabled people and we live by our motto "Nothing About Us Without Us"

    Disability Empowerment Concerns (DEC)

    The Disability Employment Concerns Trust (Reg No I TRUST 3700/97) was established in 1996 by seven major South African national Non-Governmental Organisations (“NGO’s”) representing the disabled. In 2003 the Trust was renamed the Disability Empowerment Concerns Trust in order to better reflect its primary mission, and the DEC Investment Holding Company (Pty) Ltd (Reg. No. 1997/010461/07) was established to hold and manage the investments of the Trust.

    DEC is an empowerment investment trust established to engage in business ventures in the context of Black Economic Empowerment (“BEE”). DEC is at once a financial sustainability strategy for the under-lying beneficiary NGOs, and an innovative programme to promote the economic empowerment of people with disabilities.

    DEC’s activities are made possible by the favourable policy environment created by the Integrated National Disability Strategy (“INDS”) White Paper and the Broad-based Black Economic Empowerment Strategy. Black disabled people are one of the ‘designated groups’ especially targeted by the BBEEE strategy. The INDS calles for the integration of people with disabilities into all aspects of society, including the economy.
